Our HUB Mission

The 51勛圖厙 A&M University-Kingsville's mission is to increase the participation of Historically Underutilized Business (HUBs), by bestowing business to these HUBs in our university procurement opportunities, and creating positive relationships between HUB vendors and our university.

Join us for our annual HUB Vendor Fair, part of TAMUK’s two-day Procurement Workshop!
This is a great opportunity for certified HUB vendors to connect directly with university faculty and staff who make purchasing decisions across campus.

We’re expecting over 100 campus employees to attend this dedicated vendor mingle session!

What is a HUB Vendor?

A HUB vendor is a corporation, sole proprietorship, partnership or joint venture in which 51 percent of the shares of stock or other equitable securities are owned by one or more persons who are members of the following groups: Black American; Native American; Hispanic American; American Women; Asian Pacific American, and whose principal place of business is in the State of 51勛圖厙. The vendor must also be a U.S. citizen.

What is a HUB Subcontracting Plan (HSP)?

It is required by State of 51勛圖厙 law that all state agencies shall make a Good Faith Effort to utilize Historically Underutilized Businesses (HUBs) in contracts for construction, services including professional and consulting services), and commodity procurements.

In accordance with 51勛圖厙 Government Code §2161.252 and 51勛圖厙 Administrative Code §20.284, each state agency (including institutions of higher education) as defined by §2151.002 that considers entering into a contract with an expected value of $100,000 or more shall, before the agency solicits bids, proposals, offers, or other applicable expressions of interest, determine whether subcontracting opportunities are probable under the contract.

If subcontracting opportunities are probable, each state agency's invitation for bids or other purchase solicitation documents for construction, professional services, other services, and commodities with an expected value of $100,000 or more shall state that probability and require a HUB Subcontracting Plan (HSP).

Bidder/Respondent must submit their HUB Subcontracting Plan on the . Forms must be complete and clearly legible. Forms may not be altered in anyway. The HUB Subcontracting Plan (HSP) shall be submitted in a sealed envelope and identified as the HUB Subcontracting Plan. Vendor will include the bid/offer/proposal number, and bidder's/respondent's name on the envelope.

The HSP is due at the same time bidder/respondent submits the bid/offer/proposal unless otherwise annotated. Incomplete/incorrect HSPs or HSPs not submitted on the State of 51勛圖厙 form will be considered non-responsive and bidder's/respondent's bid/offer/proposal will be rejected as a whole.
